The Conference was organised and hosted by Sofia, the French PLR organisation, and brought together delegates from authors’ organisations and collecting societies from 28 countries.

The Conference welcomed the news that there are now 27 countries with PLR systems, some of which have established systems as a result of direct legal pressure from the European Commission.

However, there remain several EU members states have not yet met their obligations under the 1992 EU Lending Right Directive: these include Greece, Ireland, Poland, Portugal, and Romania – therefore, the authors’ organisations and collecting societies attending the Conference call on these governments to meet their PLR obligations immediately and for the European Commission to take steps to ensure that this happens.
